pop before smtp v714?

we are occasionally seeing our remote users cannot do pop before 
smtp.  we are at os 10.2 with post.office v714.  anyone else seeing 
this or is this just us?  seems like a reboot solves this.

i am not sure if it is us at this time, i haven't been able to 
localize it yet with a remote user.
