You are right, it's the source exclusion, the NOT function, that is 
problematic, so with either IPs or domains and NOT there is an issue. 
We are working on this and expect a fix very soon!

When it's looking for a match, what you want to say by asterisk is 
match everything, i.e, for all source address.  What a blank says is 
"look to match a blank address".
