   If you're using Post.Office on 10.2.1, as a simple test I logged in a 
root and did a "mv" of a mail msg. file from one user's directory to 
another and the msg. showed up in the new user's client fine ( but still 
had the original "To:", etc. ):

       cd /var/spool/mailbox/xxx/user_name/in
       mv file_name /var/spool/mailbox/yyyy/new_user/in/

   If you mean the Mail app. files, something similar might work w/ 
appropriate permission changes.
