Most email clients that I've used has had some sort of option where you can
do partial downloads if a file is of a certain size or more. Looking in
Entourage here, there's an option to partially download messages per
account, with a user definable KB setting. I think that would be the better
option.

Or to use IMAP and only download email headers, see how big the file is, and
only then read the emails that are small enough.
