The only thing I've found that permits you to limit this applies to the
entire system. It's in the "System Parameters" form.

Doubtful that you want to limit all of your users to the size message that
he needs.

One alternative that you could use is an html form that would send out
text-only messages to his addy.

Perhaps a perl script or php script that would allow you to configure such
limitations. There's one available at www.bignosebird.com (click on the free
scripts button) that will allow you to customize a form to accomplish this.

If he could convince all of his friends that the only way to send him email
is to do it through this html form, that'll solve his problems.
