This is possible with Post.Office (just as with every other server
software I've used) if you give the users admin access (admin login
and password).
For myself, I prefer to limit the ability to mange users to the
System Administrator (ie, me and me alone). However, if you trust
your users to create accounts, I'm sure that you can trust them to
have access to the rest of your box.
Different strokes for different folks.
