Yes, Post.Office uses Pop-before-SMTP functionality to provide this service:
1) User logs into Pop server to retrieve their mail
2) Their IP address is stored in a database
3) They are allowed to relay using SMTP for a user-defined period of time.

We working on implementing SMTP AUTH for a future version of Post.Office.

Post.Office may be installed and configured via the command line through ssh
or telnet.  Contact our tech support for assistance on this.
