verify subscribers-can it be changed?

Ok-

I had this problem with this very list when first subscribing, and 
continue to have it with lists that i set up.

when I try to verify signing up to a mailing list, I get an email 
telling me to send a message with the enclosed 4 lines.  

Unfortunately, every time I've tried to simply hit reply and send the 
message back I get back an error page:

**** No valid commands found.
**** Commands must be in message BODY, not in HEADER.

This happens every time, and with different people trying.

How can I fix this to work?
