unable to import mailing list

Ok- I think I've gotten everything set up, now I need to import the 
mailing lists.

the othernight, I got this to work once, but then it ouldn't work again 
on the same list.  Now i get the same error on another list when 
running the importer (LetterRip):

Importing xxx@xxxxxxxxx 
There is no local user with the specified address.
Fail to subscribe xxx@xxxxxxxxx 

Here's what I have in my list set up:
On the list admin page for this list I have, under List policies:
local users:open
Remote users:open
Verify subs. is not checked.
