P.O Admin. Access

Howdy:

   Occassionally we lose the ability to get browser access to the P.O 
admin. pages on port 9090.

   We do get mail access and can ssh in, but is there any cmd. line cmd. 
we can use to start the WEB service ( and what process would we look for 
to see that it is running )?
