mail box quota

Hello all
there is a bug I noticed in mail quota.
Once the user fill up their quota, server won't clear out on its own 
even after user delete the mail from their mailbox.

let's say, they have 50mb size box, and it reaches up. then user will 
notice and purge mailbox. but serve think it's not.
the Way I fix it, temporarily increase the user's quota. then reset 
it back to it.
This happens to IMAP user only since they keep the mail on the server.
