I had this too last summer - I switched from a g4/500 to a g3/350 for my
server, and at first things still worked fine with spam filtering and
blocking based on the IP address. Then I started adding more blocked IP
numbers as well as more spam filtering, and eventually I hit the point of
killing the server - it was just too much. In the end, I turned off all
filtering and IP blocking, and things have been fine.

I'm still waiting to colocate a better server where I can get back into
filtering and not have as many performance issues.
