I tried both cases, and they both failed on my machine.  It's running build 721.

SMTP Relay Restrictions are set as follow:

Restrict all relay mail

Allow Delivery to:

No domain except those listed below:

Local Mail Domains

It didn't trip over the "%" character.  You might want to give build 721 a try.
