I believe the problem is:
Clicks and keypresses via Timbuktu are ignored by the remote WebTen Mac.
Thus, he cannot switch to the Finder to restart.
Sorry, but I disagree. It is perfectly possible to switch between
applications in a Timbuktu window, either by clicking once in the
Finder's desktop area or by selecting the remote host's application
menu. I am using Timbuktu for my server, and I never had any problems
doing so.
Timbuktu is clever enough to know (or thin), that any commands issued
are for the remote computer, not for the local machine. So, if I
enter "Command-W" to close a window, it does not close the Timbuktu
window (which shows the content of the remote machine), but it closes
the first window on the front application of the remote machine. The
same applies to cut, copy, paste. etc.
