Can't access Admin

I put a similar message on line yesterday but Tenon never responded. 
For the last week or so, I have not been able to access my ADMIN 
server. I have plenty of RAM(50 meg free) and have NO other 
applications running on this server. I can log in with the first 
security level and get the second . I can log in with the second but 
the admin server never comes up. All I get is a blank page and 
nothing. I have tried everything I know to do. I have restarted the 
admin server locally and re-booted numerous times. I see this problem 
mentioned occasionally but I have never seen a fix. I am using the 
last version of 2.x server and while I have a license for 3.x, the 
problems associated with updating did not seem worth the trouble 
since the 2.x was working just fine for me. We are not running 
emailer nor a mail program on this machine. Is there anyway to run 
the server locally?? I have got to do some maintaince on the system.
