Shouldn't the first one be able to find the boot volume as well?

No, it is on it, it does not need to find it.


It is
installed on the boot volume while the second one isn't.

This is why the second one needs to make the link to the boot volume. WebTen cannot go out onto the Desktop to find the System disk because the desktop is on the boot volume, so it must make a symbolic link to the bootvol and link to it that way for Preferences and such. When WebTen is on the bootvol, the link can't be made because WebTen is on it, and it just defaults to "//" which is the root of the volume it's on anyway. If this sounds too technical, don't worry about it, this is simply the way WebTen works.


I asked one of your tech people about this and they said they had no clue as
to why it would do that. What does it mean and why isn't it working right?
