Local ISPs that offer T1 services. Usually the ISP can take care of the
telco part of the line, but a telco won't be able to provide Internet
connectivity.

Why would you want that, though?  High-speed access through cable or DSL
will be much cheaper, as would hosting or co-location for web serving.
