What kind of NT platform database does WebTen integrate well with? I'll be
creating html forms and perl cgi scripts that will need to write and read
database files, and *nix is not an option (unless it's the only option). The
preferred would be SQL, which the company is moving towards, or Access,
which is what we currently use.

Since SQL is a language, not a product, perhaps you should clarify your requirements.
