I just implemented UBB <http://www.infopop.com> and it was very easy to set
up and runs like a charm. A lot of my comments below do not apply to the
freeware version. You have to buy it to get the full feature set.

It supports unlimited rooms, and they can be grouped into categories. Not
sure what you mean about multiple sites. I believe it requires a license for
each site, but you'd have to check.

It has a very straight-forward user access restriction method, which can be
turned off on any particular board if you'd like. It doesn't have groups.

Although the overall layout is somewhat unchangeable (though you can select

It doesn't need cookies, but it can use them to remember people so they
don't have to type in their name and password each time they want to post.

No idea.

Other features include a nice search function, optional HTML and/or "UBB
Code", distribution boards (where only moderators can post), boards can be
made inaccessible (as in, can't even read) to people who don't have access.
Also if you do use cookies, it shows you what boards have new messages since
you last logged in, and which messages you haven't read.
