BIAP Chat is not supported under WebTen.  BIAP Chat requires complete 
Web*API 1.2 support.

WebTen supports W*API 1.2, with the exception of:

Plug-In User Interface (Plug-In windows)
Plug-In Listen Services

You might want to try Terje Norderhaug's Interaction instead.
