cgi-bin permissions

To enable a separate cgi-bin for a client, I placed a copy of the cgi-bin 
folder in his document root and added:

ScriptAlias /cgi-bin/ /usr/local/etc/httpd/WebSites/[document root 
folder]/cgi-bin/

to httpd.conf.

Unfortunately, the client reports:

I tried to put the files in there and got "permission denied". I tried to chmod 
it and it wouldn't let me do that either. Can you check it out?

What am I doing wrong? Do I need to do something in the virtual domain setup 
with Folder Contents --> Access Controls?
