Server User ID?

One of my hosting clients writes:

"What is the user ID for the webserver? I have a couple of scripts that
need the Webserver to have Write permission on a couple of text files.
The counter, affiliate program and the order logger all write to text
files in the cgi-bin."

First off, what web server user ID is he talking about? Secondly, do I need to 
worry about this? Can I safely give him this UID?

He has a separate /cgi-bin/.
