Yes, zone transfers to non-authorized hosts are refused:

Oct 12 09:56:13 Zone "thecassandraproject.org." - not allowed to perform 
transfer to "216.94.39.251:4913"
Oct 12 09:57:59 Zone "thecassandraproject.org." - not allowed to perform 
transfer to "216.94.39.251:4914"

I can't help that. He configures his server as he sees fit.

Nope. I'm primary. You simply cannot do a zone transfer as you're not 
authorized (from my servers).

I an not running DNS on the WT machine.
