Warren,

when a connection is made and if there is a matching IP in the virtual host container but no matching ServerName of ServerAlias directives, The first one with the matching container is served. You should be able to add ServerAliases so that this is not an issue. You should be able to add the IP address to the ServerAlias of the Virtual host you want served if only the IP address is entered.
