problem with cgi's

65.32.13.70, reason: Options ExecCGI is off in this directory

Where do I turn this ON ???

I keep getting this error, in the log file

I have a page, with a hello.html it will display a button
to click on that calls hello.cgi script

but I keep getting this message, above.
where do I turn on ExceCGI ??
