If the problem that you're talking about is latency with Squid enabled,
then the problem is most definitely related to either an
improperly-configured DNS server, or a slow DNS server.  Squid may be slow
to respond to requests until it's properly resolved DNS for the resulting
site.

The archives of the WebTen list talk about Squid's lack of response due to
a high volume of hits from the Nimda virus (intended to damage Windows
NT/2000 servers running IIS).  In that situation, it did help some WebTen
users to disable the Squid cache.  Since the Nimda virus is rare these
days, it makes sense to re-enable Squid.

When you say "stalling", what is the timeframe that we're talking about?
Tenths of seconds, seconds, minutes, hours, days?
