As a stop-gap solution, when you need to synchronize you could empty the
cache then reboot the server. Then synchronize right away. Sucky solution,
but it would work.

Other solution appears to be to turn off Squid.... Nonetheless, I reboot
every night, so am not sure if this is a complete solution, or if it just
delays the problem. I mention this because I've had Squid off for a year
now, and just a few weeks ago I noticed that all my mod dates had changed to
a recent date. A reboot fixed it, but the weird thing was that Squid was
off. I think this means that the problem happens independent of Squid, but
Squid perpetuates the problem by caching the incorrect dates. Just guessing
here. I would also add that Squid seems to accelerate the problem, since I
almost never notice the problem with Squid off.
