FTP users permission problem and QTSS4 on port 80

My config:

I have just been reinstalling all this from scratch.

MacOS X Server 10.1.3
QTSS 4.0 (port 80 activated)
iTools 6.5.1
PHP, MySQL, WebMail

After fiddling with my plan (running itools and all
virtual hosts on one IP and QTSS on another IP), which
basically screwed everything, now using the same IP for
everything, it seems to work.

My questions:

1) trying to create a user with FTP access to the
   'All Website directory' or to a Virtual Host
   display this error:

>   Failed populating '/Library/WebServer/WebSites' for FTP access
>   Error:256 Probably a permissions or directory path problem.

2) Anybody has experience running QTSS4 on port 80 with iTools?
   How can I force QTSS4 to use another IP adress than the main one
   (in use for iTools, admin and virtual hosts) ?
