Error:256

I'm sure it's been covered, but I can't find where...

I get this when I try to add a user.
(iTools 6.5 - OSX-10.1 - B&W 500/1G - Testing Server)

Failed populating '/Library/WebServer/WebSites' for FTP
access
Error:256 Probably a permissions or directory path problem.

I added one user successfully at one point, but I just tried
and it's not letting me. I can add "general" users without
FTP access.
