Chris,
To clarify what others have said on this mailing list: OS X Server 1.2
comes with telnet by default and OS X/OS X Server 10.x comes with ssh.
On the server in question, type "telnet localhost". If your computer
responds and allows you to log in, then you know that your firewall isn't
opened up on port 23 like you thought it was.
