I got it all messed up.

On booting the server the startup processes hangs at "starting apache" which
is "/Library/WebServer/tenon/libexec/start.httpd"

That's probably because I installed an SSL cert manually (at the shell) and
now it's sitting there waiting for the cert password.

It gets worse. We had to put the server on a different network yesterday
(so all new IPs).

The server is 50 miles away.

The only way I can get the server to finish booting is to telnet in and kill
the 1 Apache process that's running while the start.httpd is sitting there.

I can start Apache manually because I'm able to enter the SSL cert password.
But I can't get to the web interface, to see how to fix this, because it
just times out with a "can't connect error" (on the second request for
authentication.)

Reinstall iTools right? Thought I would check here first to make sure that
won't just make things worse.
