It's my impression that the best way to do a full re-install is to
delete the receipts .pkg from the /Library/Receipts directory. Then the
new install should overwrite most everything but the prefs. or data files
created by a user.
Those can be deleted by hand or left to be "reused" by the new
install, depending on your particular needs or circumstances ( preserve
existing data, remove possibly corrupt prefs., etc. ).
