Please comment out these two lines in /etc/httpd/httpd.conf:
#LoadModule apple_hfs_module /usr/libexec/httpd/mod_hfs_apple.so
#AddModule mod_hfs_apple.c
In a normal case, this should have worked, unfortunately, it seems
like there is a bad binary on your system.
/usr/libexec/httpd/mod_hfs_apple.so is defected. I would recommend
to check system update to make sure Mac OS X Server is up to date on
your system.
