iTools 7.1 download ?

Hi,

I can't seem to find the 7.1 download link, do you need to download 
v7 and then self update? Will there be a straight 7.1 download?

And finally MacNN (http://www.macnn.com/news/20388) states 7.1  can 
now give disk quotas for ftp users, is this true,
(I'm on v6 and would upgrade to v7.1 if the feature really works)
