This is because MIME type do not necessary to have Action or
Handlers. Therefore iTools 6.5 could generate bad configuration or
misleading the user that setting up Mime Type with Action Handler
would work together.
For Actions, iTools 7 allow you to provide a CGI script specifically
to handle certain type of files.
For Handlers, the handler name is a nick name to represent multiple
extensions which can be referenced in Actions.
Custom Extensions are usually used by Apache modules which require
the module to process certain type of file format.
Therefore, you can think of Actions/Handlers as process file format
by CGI script.
Built-In Extensions and Custom Extensions are processing file format
by Apache Modules. Hope this helps.
