Newbie with ftp set-up problems

Subject: Newbie with ftp set-up problems

I'm trying to set up FTP services on my server MacNICU.com with iTools for a
user. I enabled the FTP server and checked the User-Pass checkbox and
unchecked the Anonymous checkbox. I created a user-password (user =
download; password = test), checked the FTP box, and pointed to the desired
folder. After setting this up, the owner of the folder is "download" and the
group is "www", both with read-write privileges.

I worked on this with Sue in tech support, and both she and I can telnet
into the FTP server and get a listing of the files in the folder.

When I try to go in through Interarchy it goes into "227 Entering Passive
Mode" and then eventually dies with a "Refused connection" message. Fetch
seems to do the same thing.

Using the FTP client in AOL, the files show up fine and can be downloaded.

Can anyone provide some insight as to what's going on? Obviously, I'd like
the appropriate people to be able to download files with commonly available
tools.

Thanks,
Rob Stavis
