Default Site Web Settings vs. IP

Is this normal?

Putting the IP address of the iTools server in a web browser 
currently resolves at the first virtual host, NOT what I expected... 
the Default settings/directory. This host immediately follows the 
'Default' virtual site setting (actually being the second listed). I 
have set/and want the Default setting (and the IP) to resolve at the 
Documents directory, while all virtual hosts to resolve in the 
WebSites directory. Also, perhaps of note, although I am running the 
server with/on only one static IP address, I have nothing set in the 
iTools Network settings. Any help would be appreciated.
