Just providing another error from iCal to see if it will help.

This is to a different domain without setting up access controls:

From iCal:
Error: Calendar could not be published. This access has been 
forbidden by server.

No errors in the error log. This is from the access log for the domain:
dsc02-ari-co-204-32-205-58.rasserver.net - - [18/Dec/2003:15:00:39 
-0600] "PUT /dav/Renaissance.ics HTTP/1.1" 405 326 "-" "DAVKit/0.1"
