Funny how you figure things out right after posting the problem to a 
mailing list :-)

I just noticed that the DocumentRoot of the other domains does not 
have Tenon in the path, i.e.:
DocumentRoot /Library/WebServer/WebSites/www.websatdata.com

As it happens both /Library/Tenon/WebServer/WebSites and 
/Library/WebServer/WebSites use a symbolic link to point to the same 
location on a different disk, namely WebSites@ -> 
/Volumes/Yosemite/WebSites. Removing the /Tenon portion of the 
DocumentRoot path allows the SSI's to work correctly. I suppose it 
would also work correctly if I added /Tenon to the <Directory ...> 
portion, as well.
