Re: who owns web files???
This was posted a few weeks ago and this fixed my issue.

Check /Library/Tenon/FTPServer/Configuration/proftpd.conf
umask should be 002.
It's likely that your umask is set to 022 then everything created by
the mikestic user would be writable by himself only. Otherwise,
everything created by him should also be group writable by www. In
addition, make sure his FTP client doesn't change file permission
automatically.
