PDF's not opening correctly: iTools 8 fix?

We're still baffled why PDF file's don't seem to open correctly when 
loaded on Panther/iTools 7.3/Apache...
Is it possible that that iTools 8 and some of the newer versions of the 
software have fixed this problem?

It still seems to be a WINDOWS based problem, most probably with 
Internet Explorer.  Any Apple platform doesn't exhibit the problem.  
When the files are on a WIndows NT or other platform, the open 
correctly.
