I only compiled mod_security for Apache 1.x under 10.2 back then.
However I was also able to compile it using MacOS X Server 10.3.x
just a few minutes ago.
Upload the source tar file to your server.
Use gunzip and tar to extract the source.
As root run the following command:
/Library/Tenon/WebServer/Executables/apxs -c -i -a mod_security.c
This will install the module in the right place and also modify the
httpd.conf file. You only have to add the rules to the httpd.conf to
activate it.
